LibC: Make libc usable with tcc
tcc does not provide its own stdint.h but defines everything in
stddef.h. Also tcc does not support [[noreturn]] attribute syntax.

BuildSystem: Move all userpace libraries under the userspace directory
As the number of libraries is increasing, root directory starts to
expand. This adds better organization for libraries
