LibC: Add a lot of stub implementations for different libc functions

some ports want to link against these, but they are not ever called
based on simple testing

This patch adds stubs for
- openlog
- syslog
- getrusage
- mlock
- mprotect
- getpeername
- shutdown
- tzset
- mktime
